How dark can window tint be in Wisconsin?

Darkness is measured as visible light transmission (VLT): the percentage of light that gets through. A lower number means darker tint.

Medical exemption
Wisconsin's rule (Trans 305.32) is reported to allow tint on a physician's or Christian Science practitioner's written recommendation for the owner or an immediate family member, with at least 35% light. The written statement must name the patient, the condition, whether it's temporary or permanent and the vehicle (make, model, year, VIN), and it must be carried in the vehicle. Police can stop you for tint alone.
Penalties
A forfeiture (civil fine) of $10 to $200 for breaking a DOT equipment rule (Wis. Stat. 110.075(7)), plus court costs. We couldn't read the official text directly, so treat the amount as reported by secondary sources.
